Prepare the products. Pepper choose free of defects, smooth. Rice take long-grain. Minced cook yourself, but you can replace the purchased, but then the next step you do not need.
Cut the meat into pieces and pass it through a meat grinder.
Peel the carrots and grate on a coarse grater.
Peel the onion and finely chop.
Wash the rice and cook it in salted water until half-ready. Drain the rice.
Combine the minced meat, rice, onions, carrots, add hops,suneli, ground black pepper and salt to taste. All this is thoroughly kneaded.

RUB on a small grater carrots and send it to the onions. As soon as the carrots will change color, add a tablespoon of tomato paste.
Once the mixture in the pan is smooth, add the crushed garlic through the press. Mix everything.
Add 4 tablespoons of sour cream to the pan and mix everything. Salt and pepper to taste. Simmer for 5 minutes.
Pour a glass of boiled water into the pan and mix everything. Simmer the contents for 5 minutes.
Finely cut the parsley and dill and add to the pan.
Mix everything. Try. If not enough salt – add yet.
Pour the resulting sauce pepper.
Send the form with pepper in the oven, preheated to 200 degrees, for one hour. An hour later we have here is a ready-made dish. Enjoy your meal.
