Finely chop the onion, grate the carrots and celery on a coarse grater, cut the parsnips into strips – fry all the vegetables in vegetable oil. We leave part of the fried vegetables for the filling.
Prepare the filling: boil the rice, mix with fried vegetables, minced meat, salt and pepper.
Here is the pepper that my mother put in jars (you can, of course, take both fresh and frozen).
Stuff the peppers.
Pour some of the fried vegetables over the tomato and boil a little – this will be a dressing for pepper. Put the pepper in a saucepan, pour tomatoes and vegetables and simmer for 30 minutes.
