Wash the pepper well, remove the core (seeds), pour cold water and put it on the stove, when it boils, leave it on the stove for about 5-10 minutes.
Cut the onion into small cubes, grate the carrots on a coarse grater. Pour vegetable oil into a frying pan, put onions and carrots and fry a little.
Put the minced meat in a bowl, add part, about half, onions and carrots, boiled rice, salt and spices.
Mix everything and stuff the peppers.
Add tomato paste, sour cream, salt, spices and about 2 cups of boiled water to the remaining onions and carrots. You can use meat broth. Mix everything, put it on the stove, let the sauce boil a little.
Pour the finished sauce into a saucepan with the peppers. So that the sauce covers the peppers. And put it in the oven for about 40 minutes.
