Grate the carrots on a coarse grater.
Grate the zucchini on a coarse grater, squeeze.
Boil the rice until it is half cooked. Let it cool down.
Mix all the ingredients, rice, zucchini, carrots, minced meat and flour. add the egg. Add salt and pepper to taste.
Form cutlets. Fry on both sides until golden brown.
