Measure out the required amount of rice. Rinse the rice.
Put the pan on the fire and pour vegetable oil into it. Then lay out the minced meat. (I have already added chopped onion.) Fry the meat for 3-5 minutes, stirring with a spoon.
Then add the washed rice to the minced meat in the pan.
Add salt to taste.
Stir the mass.
Add water. Bring the soup to a boil.
Then turn down the heat and cook the soup for 20 minutes.
Then add heavy cream and finely chopped dill to the soup.
Bring to a boil and remove the pan from the heat.
In salted water (1 cup of water, 1/4 tsp salt), boil the green beans for 2-3 minutes.
Then we throw the beans into a colander and pour cold water.
