  1. Chop the cabbage finely. You don’t need to knead it.
  2. Chop the bell pepper, dill, parsley.
  3. Add 2 eggs.
  4. Add 2 tbsp flour and 2 tbsp starch, and mix well.
  5. You can shape the cutlets with your hands or spread them with a spoon.
  6. Fry in a pan over medium heat on both sides. You can serve it with sour cream or with your favorite sauce. And delicious both hot and cold.
