Starch
Salt

Black pepper
to taste
Instructions
Chop the cabbage finely. You don’t need to knead it.
Chop the bell pepper, dill, parsley.
Add 2 eggs.
Add 2 tbsp flour and 2 tbsp starch, and mix well.
You can shape the cutlets with your hands or spread them with a spoon.
Fry in a pan over medium heat on both sides. You can serve it with sour cream or with your favorite sauce. And delicious both hot and cold.
