Take a deep jar. For the marinade, mix water, vinegar, salt, powdered sugar, finely chopped garlic and pepper in a jar.
Pour the cucumbers into the jar. Close the lid and shake several times. Place in the refrigerator for 30 minutes.
After 30 minutes, remove the jar from the refrigerator and transfer the cucumbers to a salad bowl without the marinade. Add canned green peas, finely chopped parsley. Pour over the vegetable oil and mix well.
