  1. Peel onions and carrots, cut into cubes. Fry in vegetable oil for a few minutes.
  2. Add the peeled and diced potatoes, fry for a couple of minutes, stirring.
  3. Add diced sweet pepper and chopped garlic. Fry a little.
  4. Add tomato paste. Mix it.
  5. Rinse the rice well, add to the vegetables. Mix it.
  6. Pour hot water, add salt and bay leaf.
  7. Pass through a meat grinder, add a little salt, form meatballs.
