  1. Add onion grated on a coarse grater, salt and milk to the minced meat. Mix well.
  2. Form cutlets from minced meat, pan in flour. Fry in vegetable oil on both sides.
  3. Peel carrots and potatoes, cut into cubes. Cut the onion into half rings.
  4. Fry the vegetables separately in vegetable oil. Put the fried vegetables in a bowl, add salt and mix.
  5. Prepare the sauce. Mix water, ketchup, flour, salt and crushed garlic. After boiling, boil for a few minutes.
  6. Put half of the vegetables on the bottom of the pan.
  7. Then put the cutlets on the vegetables.
  8. Put the remaining vegetables on the cutlets.
  9. Add the sauce.
  10. Cover with lids or foil. Bake at 180 degrees for 30 minutes.
  11. Then remove the lids, bake for another half hour.
  12. It’s very tasty!
