Prepare the marinade for the meat.
Mix soy sauce, vegetable oil, salt and spices.
Mix the meat well with the marinade. Cover with cling film and leave for 1 hour.
Cut onion and sweet pepper into cubes, grate carrots on a coarse grater.
In a mixture of butter and vegetable oils, fry the onion until transparent. Add the meat, fry over high heat, stirring until the meat is slightly browned.
Then reduce the heat. Add the carrots and pepper and fry for a few minutes, stirring.
Put the washed rice on the vegetables with meat in an even layer. Don’t move!
Pour in hot broth or water. Add bay leaf, allspice, crushed garlic, ketchup and salt to taste. Bring to a boil.
Cover with a lid, make a small fire and cook until the liquid evaporates for 15-20 minutes.
