In a bowl, sift the flour, add dry yeast, salt, sugar, pour in vegetable oil and milk. Knead the dough. At first, it will be sticky, but in the process of kneading for 5-10 minutes, it will become soft, elastic and practically will not stick to your hands.
Brush the bowl lightly with vegetable oil, round the dough, place in a bowl, cover with a napkin or cling film and put in a warm place for about 40-50 minutes.
