Cut the onion into cubes and fry in a frying pan with a small amount of oil. Add the minced meat and fry together with the onion, breaking it with a spatula. Add tomato and pepper paste (if there is no pepper paste, then you can do with tomato in the volume of 1.5 tbsp. l.). Divide the cabbage into small inflorescences and pour it into the mass in a frying pan. Add salt and spices.
Close the lid and simmer for 5 minutes on low heat. Add water and mix everything with a spatula and leave to simmer again. 5 minutes before full readiness, finely chop the garlic and pour it into the mass. Under a closed lid, put out over HIGH heat.
Serve the dish, sprinkled with herbs and seasoned with a little lemon juice.
