Potatoes wash, peel, my young, dry it with a paper towel.

Better to cook, of course, in a wok. But you can take the usual pan. Fry potatoes in hot oil until Golden brown (about 5 minutes). If you cook a lot, then fry in portions, as the potatoes give a lot of moisture and poorly fried. The potatoes are ready remove from the pan to the plate.
Slightly thawed pork cut into thin strips. You can take chicken, but the dish will be drier.
Finely chop the garlic and red hot pepper. Red bell pepper, cut into thin strips. Green onions with a white part of the cut rings.
In a frying pan, where potatoes were fried, fry pork on high heat (about 10 minutes).
Put the pork bell pepper, green onions and garlic. Stir.
Add soy sauce to pork with vegetables and mix.
Add sugar and rice vinegar, stir and simmer for one minute.
Put the fried potatoes.
Stir, turn off the fire.
The salad is served hot, sprinkled with green onion.
